I'd say the best route would be to approach any kind of golfing facility, such as a public course or country club, before looking into buying one from an individual. Especially if you're a valued and long time member, chances are they will be able to help you out in some way. Even if they aren't ready to part with one of their fleet, perhaps they would be willing to purchase a new cart from their supplier at their discount, which they pass on to you.
Again, you'll never know until you try. Be persistent and kind; determined yet patient, and you'll find the cheap used cart deal you've got in mind.
